Sumut.WahanaNews.co, Medan - Menindaklanjuti terjadinya kenaikan harga beras dalam kurun waktu 1 bulan terakhir, KPPU Kanwil I Medan terus melakukan pemantauan yang juga pengawasan ke lapangan. Tinjauan ini dilakukan guna mencari tahu penyebab naiknya harga beras di tingkat konsumen tidak sejalan dengan data BPS yang menyebutkan produksi gabah petani mengalami surplus.
Pemantauan lapangan ini merupakan tindaklanjut dari monitoring dan pengecekan harga di tingkat pedagang di Pasar Tradisional Sukaramai pada (22/09/2023) yang dilakukan oleh KPPU bersama Pemprov Sumut, Bank Indonesia, Satgas Pangan dan Bulog serta Sidak terkait ketersediaan pasokan dan harga sejumlah bahan kebutuhan pokok di gudang distributor beras, gula, dan bawang putih Kota Medan pada (26/9/2023) yang dilakukan KPPU bersama Dinas Ketahanan Pangan, Pertanian, dan Perikanan Kota Medan dan tim Satgas Pangan Kota Medan, pada Kamis (5/10/2023).

Dua hari terakhir ini, tim dari KPPU Kanwil I yang dipimpin oleh Kabid Kajian dan Advokasi, Shobi Kurnia, bersama tim dari Biro Perekonomian Pemprov Sumut, Dinas Perindustrian Perdagangan Energi SDM Sumut, Dinas Ketahanan Pangan Tanaman Pangan Hortikultura, Bank Indonesia, Bulog dan BPS Sumut melakukan tinjauan langsung ke beberapa kilang penggilingan padi di Kabupaten Deli Serdang.
Dari hasil serangkaian pengawasan lapangan tersebut, diketahui diketahui harga tertinggi untuk beras medium di pasar adalah Rp15.000/Kg, sementara HET penjualan beras medium di wilayah Sumatera Utara adalah Rp11.500/Kg. Info dari Pedagang di pasar Sukaramai, untuk permintaan beras tetap stabil walaupun harganya naik signifikan, dan pedagang mengaku adanya kekurangan pasokan beras lokal dari kilang.
Sementara dari sidak ke gudang distributor, diperoleh informasi penyebab naiknya harga beras diduga karena berkurangnya pasokan beras yang bersumber dari Gabah Kering Petani (GKP). Ketersediaan beras di beberapa lokasi gudang distributor yang dikunjungi, terdapat pasokan dari luar Sumut seperti dari Sulawesi Selatan dan juga yang diproduksi oleh PT Wilmar Padi Indonesia dengan merk Sawah dan Sawah Hijau. Adapun untuk harga beras premium yang dibeli dari PT Wilmar Padi Indonesia adalah 12.700/Kg dan dijual ke pengecer dengan harga 13.500/Kg.

Sedangkan dari tinjauan langsung ke kilang, terungkap faktor penyebab kenaikan harga gabah yang mencapai 7.000/kg di bulan Agustus-September karena beberapa daerah pertanian di Sumut seperti Pantai Cermin, Sei Rampah dan Tebing Tinggi mengalami banjir sehingga sebagian besar petani padi mengalami gagal panen dan terjadi kelangkaan gabah.
“Faktor cuaca menjadi penyebab terjadinya kompetisi harga di tingkat kilang. Petani atau agen berani memasang harga paling tinggi, jika kilang tidak mau membeli, mereka akan pindah ke kilang lainnya, mau tidak mau kilang juga ikut menaikkan harga” ujar Shobi Kurnia
Shobi menambahkan bahwa agen membeli gabah dari petani di harga 6.800 dan menjual kepada penggilingan padi dengan harga 7.000/kg. Pada Juli hingga September 2023, harga gabah masih di sekitar 7.000/Kg, namun awal Oktober harga sudah mengalami penurunan menjadi 5.800/Kg.
